The 74HC4046APW,118 from Nexperia is a high-speed Si-gate CMOS device designed for phase-locked loop applications with an integrated Voltage Controlled Oscillator (VCO). It offers low power consumption and a VCO-Inhibit control for ON/OFF keying and low standby power.
